15:13.3As the mag­nif­i­cent satel­lites of Uversa are con­cerned with your fi­nal spir­i­tual prepa­ra­tion for Ha­vona, so are the sev­enty satel­lites of Uma­jor the fifth de­voted to your super­uni­verse in­tel­lec­tual train­ing and de­vel­op­ment. From all Or­von­ton, here are gath­ered to­gether the wise be­ings who la­bor un­tir­ingly to pre­pare the mor­tals of time for their fur­ther prog­ress to­wards the ca­reer of eter­nity. Most of this train­ing of as­cend­ing mor­tals is con­ducted on the sev­enty study worlds.

15:14.7The mi­nor sec­tor of Ensa con­sists of one hun­dred lo­cal uni­verses and has a cap­i­tal called Umi­nor the third. This mi­nor sec­tor is num­ber three in the ma­jor sec­tor of Splan­don. Splan­don con­sists of one hun­dred mi­nor sec­tors and has a head­quar­ters world called Uma­jor the fifth. It is the fifth ma­jor sec­tor of the super­uni­verse of Or­von­ton, the sev­enth seg­ment of the grand uni­verse. Thus you can lo­cate your planet in the scheme of the or­ga­ni­za­tion and ad­min­is­tra­tion of the uni­verse of uni­verses.

18:4.1There are just two hun­dred and ten Per­fec­tions of Days, and they pre­side over the gov­ern­ments of the ten ma­jor sec­tors of each super­uni­verse. They were trin­i­tized for the spe­cial work of as­sist­ing the super­uni­verse di­rec­tors, and they rule as the im­me­di­ate and per­sonal vicegerents of the An­cients of Days.

18:4.2Three Per­fec­tions of Days are as­signed to each ma­jor sec­tor cap­i­tal, but un­like the An­cients of Days, it is not nec­es­sary that all three be pres­ent at all times. From time to time one of this trio may ab­sent him­self to con­fer in per­son with the An­cients of Days con­cern­ing the wel­fare of his realm.

18:4.3These tri­une rulers of the ma­jor sec­tors are pe­cu­liarly per­fect in the mas­tery of ad­min­is­tra­tive de­tails, hence their name—Per­fec­tions of Days. In record­ing the names of these be­ings of the spir­i­tual world, we are con­fronted with the prob­lem of trans­lat­ing into your tongue, and very of­ten it is ex­ceed­ingly dif­fi­cult to ren­der a sat­is­fac­tory trans­la­tion. We dis­like to use ar­bi­trary des­ig­na­tions which would be mean­ing­less to you; hence we of­ten find it dif­fi­cult to choose a suit­able name, one which will be clear to you and at the same time be some­what rep­re­sen­ta­tive of the orig­i­nal.

18:4.4The Per­fec­tions of Days have a mod­er­ate-sized corps of Di­vine Coun­selors, Per­fec­tors of Wis­dom, and Uni­ver­sal Cen­sors at­tached to their gov­ern­ments. They have still larger num­bers of Mighty Mes­sen­gers, Those High in Au­thor­ity, and Those with­out Name and Num­ber. But much of the rou­tine work of ma­jor sec­tor af­fairs is car­ried on by the Ce­les­tial Guard­i­ans and the High Son As­sis­tants. These two groups are drawn from among the trin­i­tized off­spring of ei­ther Par­a­dise-Ha­vona per­son­al­i­ties or glo­ri­fied mor­tal fi­nal­i­ters. Cer­tain of these two or­ders of crea­ture-trin­i­tized be­ings are re­trini­tized by the Par­a­dise De­i­ties and then are dis­patched to as­sist in the ad­min­is­tra­tion of the super­uni­verse gov­ern­ments.

18:4.5Most of the Ce­les­tial Guard­i­ans and the High Son As­sis­tants are as­signed to the ser­vice of the ma­jor and the mi­nor sec­tors, but the Trin­i­tized Cus­to­di­ans (Trin­ity-em­braced ser­a­phim and mid­way­ers) are the of­fi­cers of the courts of all three di­vi­sions, func­tion­ing in the tri­bu­nals of the An­cients of Days, the Per­fec­tions of Days, and the Re­cents of Days. The Trin­i­tized Am­bas­sadors (Trin­ity-em­braced as­cen­dant mor­tals of Son- or Spirit-fused na­ture) may be en­coun­tered any­where in a super­uni­verse, but the ma­jor­ity are in the ser­vice of the mi­nor sec­tors.

18:4.6Be­fore the times of the full un­fold­ing of the gov­ern­men­tal scheme of the seven super­uni­verses, prac­ti­cally all ad­min­is­tra­tors of the var­i­ous di­vi­sions of these gov­ern­ments, ex­cept­ing the An­cients of Days, served ap­pren­tice­ships of vary­ing du­ra­tion un­der the Eter­nals of Days on the var­i­ous worlds of the per­fect Ha­vona uni­verse. 25:3.126. Con­cil­ia­tors to the Super­uni­verse Ma­jor Sec­tors. The char­ac­ter of the work of the com­mis­sion­ers con­tin­ues to change as they ad­vance. There is less and less of mis­un­der­stand­ing to ad­ju­di­cate and more and more of mys­te­ri­ous phe­nom­ena to ex­plain and in­ter­pret. From stage to stage they are evolv­ing from ar­biters of dif­fer­ences to ex­plain­ers of mys­ter­ies—judges evolv­ing into in­ter­pre­ta­tive teach­ers. Ar­biters of those who through ig­no­rance per­mit dif­fi­cul­ties and mis­un­der­stand­ings to arise, they once were; but they are now be­com­ing in­struc­tors of those who are suf­fi­ciently in­tel­li­gent and tol­er­ant to avoid clashes of mind and wars of opin­ions. The higher a crea­ture’s ed­u­ca­tion, the more re­spect he has for the knowl­edge, ex­pe­ri­ence, and opin­ions of oth­ers.

Ex­cept on Par­a­dise, knowl­edge is not in­her­ent; un­der­stand­ing of the phys­i­cal uni­verse is largely de­pen­dent on ob­ser­va­tion and re­search.

We know from the rec­ords that mor­tals are spir­its of the first or­der dur­ing their so­journ in the mi­nor sec­tors, and that they ad­vance to the sec­ond or­der when trans­lated to the ma­jor sec­tors, and to the third when they go for­ward to the cen­tral train­ing worlds of the super­uni­verse. Mor­tals be­come quar­tan or grad­u­ate spir­its af­ter reach­ing the sixth cir­cle of Ha­vona and be­come spir­its of the fifth or­der when they find the Uni­ver­sal Fa­ther. They sub­se­quently at­tain the sixth stage of spirit ex­is­tence upon tak­ing the oath that musters them for­ever into the eter­nity as­sign­ment of the Corps of the Mor­tal Fi­nal­ity.

As Uran­tia has its mid­way­ers, Je­ru­sem, your sys­tem cap­i­tal, has the Ma­te­rial Sons and Daugh­ters; Eden­tia, your con­stel­la­tion head­quar­ters, has the uni­v­i­ta­tia, while the cit­i­zens of Sal­ving­ton are two­fold, the cre­ated susa­tia and the evolved Spirit-fused mor­tals. The ad­min­is­tra­tive worlds of the mi­nor and ma­jor sec­tors of the super­uni­verses do not have per­ma­nent cit­i­zens. But the Uversa head­quar­ters spheres are con­tin­u­ously fos­tered by an amaz­ing group of be­ings known as the aban­don­ters, the cre­ation of the un­re­vealed agents of the An­cients of Days and the seven Re­flec­tive Spir­its res­i­dent on the cap­i­tal of Or­von­ton. These res­i­den­tial cit­i­zens on Uversa are at pres­ent ad­min­is­ter­ing the rou­tine af­fairs of their world un­der the im­me­di­ate super­vi­sion of the Uversa corps of the Son-fused mor­tals. Even Ha­vona has its na­tive be­ings, and the cen­tral Isle of Light and Life is the home of the var­i­ous groups of Par­a­dise Cit­i­zens.

41:3.10In one group of vari­able stars the pe­riod of light fluc­tu­a­tion is di­rectly de­pen­dent on lu­mi­nos­ity, and knowl­edge of this fact en­ables as­tron­o­mers to uti­lize such suns as uni­verse light­houses or ac­cu­rate mea­sur­ing points for the fur­ther ex­plo­ration of dis­tant star clus­ters. By this tech­nique it is pos­si­ble to mea­sure stel­lar dis­tances most pre­cisely up to more than one mil­lion light-years. Bet­ter meth­ods of space mea­sure­ment and im­proved tele­scopic tech­nique will some­time more fully dis­close the ten grand di­vi­sions of the super­uni­verse of Or­von­ton; you will at least rec­og­nize eight of these im­mense sec­tors as enor­mous and fairly sym­met­ri­cal star clus­ters.

Nev­er­the­less, we can pos­tu­late much con­cern­ing the ad­min­is­tra­tive and other read­just­ments which would prob­a­bly ac­com­pany such an ad­vanced sta­tus of in­hab­ited worlds and their uni­verse group­ings.
